Question
This grand construction started on August 2, 1948 and ended on June 16, 1950. All the steel construction used can encircle the Earth 1,5 times along the equator, and out of all cement used one could build a column, which would have been twice higher than the Empire State Building. What is this?

The Estádio Jornalista Mário Filho, commonly called Estádio do Maracană ("Maracană stadium"), in Rio de Janeiro, Brazil.

Actually, on the day of the first game played there (16 June, 1950), the stadium was not completely finished. It still did not have toilet facilities among other deficiencies, but FIFA allowed games to be played there despite it's ongoing construction and lack of certain facilities.
