Name of the park is Mill Ends Park and it is in Portland, Oregon.

The story behind it is actually pretty funny. It was created as a "leprechaun colony" and a place to race snails. It has also had a butterfly swimming pool with a diving board and all! Thanks for introducing us to this interesting park! It is now on my list of "Places to See".
